Central Bank Rhetoric: Hawks and Doves

A hawk favours tighter policy and higher rates, a dove favours looser policy and lower ones. The labels describe a position rather than a temperament, and on the currency market they matter more than the rate decision itself.

Why words outweigh the decision

In most cases the rate decision is expected and already in the price. What is unknown is not the current rate but the path of future ones, and the wording sets that path. Hence the apparently paradoxical picture at a typical meeting: the rate changed exactly as forecast, and the currency moved sharply — on a single altered phrase in the accompanying statement.

What is actually read in the text

Changes relative to the previous statement, rather than the text in itself. Professional participants compare versions word by word: a vanished reference to patience, a newly appeared mention of risks, a shift in describing inflation from transitory to persistent. Each such change signals a shift in the balance within the committee, and that is what the market reacts to.

The press conference as a separate event

The decision is usually followed by a press conference, and it frequently reverses the initial reaction. The reason is that a statement is written collectively and cautiously, while questions have to be answered more specifically. The practical consequence: a move in the first minutes after a decision can turn into its opposite half an hour later, and trading the first reaction as final is dangerous.

Limits of the labels

Dividing officials into hawks and doves simplifies the picture. The same official's position shifts with the data, and what matters is not the label but the direction of change: a dove who begins talking about inflation risks moves markets more than a hawk repeating a familiar line. Markets trade the change in position, not the position itself.
